Mission of the Prisons Department
The whole policy of the Prisons Department is based upon the following four principles: security, humanitarian treatment, education and rehabilitation. For this reason, the Prisons Department has as primary mission: (a) The secure detention of prisoners who are referred to it by the courts. (b) Ensuring prison conditions which guarantee respect for human dignity. (c) Equal treatment of detainees without any discrimination due to race, colour, sex, language, religion, national or social origin, political or other beliefs of prisoners. (d) Encouraging self-esteem and developing a sense of responsibility of prisoners by providing them educational opportunities, vocational training, creative recreation, reflection, self-criticism and self-awareness. (e) Guiding and assisting prisoners to a new start in life.
Basic goals that the Prisons Department has set to achieve its mission: (a) To maintain discipline and order within the premises of the Prisons by also paying respect towards the laws and regulations that regulate their function and by applying them appropriately. (b) To reduce as much as possible the number of cases of recidivism by providing the prisoners moral, psychological, personal and social support to facilitate their reintegration into the society. (c) To make the best use possible of the funding available to the Department to develop its premises, enrich correctional programs and improve the working and training conditions of the staff.
CENTRO ITALIANO PER LA PROMOZIONE DELLA MEDIAZIONE COOPERATIVA SOCIALE A RESPONSABILITA LIMITATA (MILANO, ITALY) The Italian Centre for the Promotion of Mediation (CIPM: Centro Italiano per la Promozione della Mediazione) was founded in March 1995 in Milan by a group of criminologists, sociologists, social workers and judges. CIPM played a pioneering role in introducing restorative justice practices and treatment of GBV offenders in Italy. Since 2005 CIPM manages the Intensified Treatment Unit for sex offenders at Milano-Bollate prison and since 2009 manages the Safety Department of Milan City Council officially instituted the Local Criminological Centre in collaboration with the Safety and Social Cohesion Unit of the Milan Municipality. CIPM team is multidisciplinary and is composed of psychologists, psychotherapists, criminologists, lawyers, social educators, sexologists, art therapists, and yoga instructors. CIPM’s experts keep trainings and participate as speaker at national and international conferences on the topics of restorative justice, gender-based violence and the treatment of sex offenders, batterers and stalkers. CENTRE FOR EUROPEAN CONSTITUTIONAL LAW (ATHINA, GREECE) The Center for European Constitutional Law (CECL) – Themistocles and Dimitris Tsatsos Foundation is one of the most active European research institutions. It was founded by Professor Dimitris T. Tsatsos in July 1995 and operates as a non-profit institution. The Center seeks to contribute to the promotion of democratic institutions, fundamental rights, and the social rule of law, to the deepening of European integration and to the strengthening of international cooperation with respect for the cultural specificities of each state. The purpose of the Foundation is, in particular, to provide advisory support in the field of institutions to public bodies in Greece, in developing countries and in the new member states of the European Union, theoretical and applied scientific research in the fields of Greek, European and comparative public law, institutions and public policies, as well as informing and raising awareness of society about developments in the European area.
